I think Kodai is pretty much a straight up sociopath, full stop. He's never shown as a sympathetic character at any point in the movie, and is willing to throw his own employees under the bus to advance his goals.
At least with Giovanni, the anime writers slip in some hints that he's got some sense of honor and humanity. Kodai doesn't even get that, and he's one of my favorite movie villains because of it. He's pure, absolute greed and evil and nothing else but for once it's portrayed in a way that makes him terrifying and compelling, not a cliche (unlike most Complete Monster types).
